The 13 districts were furious with the way that the Capitol
was treating them. They rebelled against the capitol, hoping to take over and
live freely. However, the great rulers were too powerful for the districts and
took them down, many people dying in the war. The Capitol won the war. To make sure that this atrocious event never happened again, they created the Hunger Games.
In the book the Hunger Games, the climax of the story is the uprising by the districts. The effect is the Hunger Games. The Hunger Games causes the people of Panem to hide from all capitol residents. It also causes 24 kids, ages 12-18, to fight to the death. This is the capitol's way of showing mercy to the one victor, but for the other 23 death.
